TART Trails Art on the TART
Public Art Proposals up to $8,000 for Tart Trails Public Art (TART Transformation Project)
Proposal Deadline: December 30, 2020

ELIGIBILITY
This RFP is open to all practicing, professional artists living in the state of Michigan. Experience
in public art is not required. The selected artist must be available (in-person or virtually) to
attend a minimum of four (4) meetings with project partners prior to installation.

DESCRIPTION
Nearly 30 years after the construction of Traverse City’s TART Trail in 1990, portions of the trail
are in need of significant upgrades and replacement. Traverse Area Recreation and
Transportation (TART) Trails along with community partners are looking to transform this
corridor into a special, distinct public space that will promote health, happiness and well-
being.

TART Trails is seeking proposals from qualified artists to create a site specific work of public art
for the TART Transformation, with location along Parsons Road in Traverse City’s East Bay
Township. Installation is planned for June 2021. The TART Transformation Piece should be
relevant to the overall essence of the Trail and community. This can be approached abstractly
or literally. Artists of all media are encouraged to apply.

Trail assessments and public feedback identified that the TART trail segment between Three
Mile Road and Airport Access Road is a priority section for replacement. This section of the
TART provides a critical east-west connection along Parsons Road, while linking directly to TBA-
ISD facilities, Airport Business Park, as well as nearby neighborhoods and shopping centers. In
addition to public art, additional amenities, and a landscaping overhaul, new asphalt will widen
the trail, ensuring another 30 years of safe, comfortable and year-round connections.
TART Trails is dedicated to a healthy environment, thriving economies, and resilient
communities. We support personal and community health and wellbeing through providing
transportation and recreation opportunities accessible to all. We build, manage, and support a
network of trails in northwest Lower Michigan, in collaboration with community partners. Our
network hosts over 350,000 annual visits and includes nearly 100 miles of recreation and
transportation pathways open for year round activities for people of all ages and abilities to
enjoy. We are supported by a force of hundreds of volunteers, over a thousand dedicated
donors and community partners with shared goals. Together, TART Trails is connecting
communities.

BUDGET
The proposed budget for the TART Transformation art installation is not to exceed $8,000. The
budget must include all artist fees and costs associated with the design, fabrication, shipping,
engineering, installation, travel.

SELECTION PROCESS
Evaluations are based on artistic qualifications and merit; demonstrated ability to create works
that are unique, appropriate to the location, and meaningful to the community; experience
working successfully with government agencies, engineers and project managers; and
completeness of proposal. The Selection Committee will select the top candidates for further
consideration and will request a more detailed proposal and/or a personal interview. The
detailed proposals will be reviewed by the Art on the TART Advisory Committee, after which
time a recommendation will be made for the artist’s selection. TART Trails reserves the right to
reject all proposals.

SELECTION CONSIDERATIONS
The Committee will review all submissions and evaluate based on the following:
• Proposed approach to a unique public art piece for the TART Transformation
• Artistic excellence and originality as evidenced by representations of past work samples
• Composition, originality and creativity
• Availability to participate in the design, approval and implementation of the project and to
complete installation by deadline.
